Mauritius, June 3, 2026 – In a landmark development for African tourism, The Lux Collective has officially announced its entry into Rwanda through a strategic partnership with Cleo Capital Group Ltd. The collaboration will introduce a transformative ultra-luxury tourism circuit across some of Rwanda’s most iconic destinations, further strengthening the country’s position as one of Africa’s fastest-growing luxury travel destinations.
The agreement, formalized during the Africa CEO Forum 2026 in Kigali, marks a major milestone for Rwanda’s hospitality sector. Through this partnership, globally acclaimed hospitality brands LUX* and SALT will establish a presence in the country via an ambitious five-resort development project designed to redefine luxury travel experiences in East Africa.
A Major Step Forward for Rwanda’s Luxury Tourism Industry
The signing ceremony brought together key stakeholders from Rwanda’s tourism and investment sectors. The event included the acquisition agreement of Akagera Game Lodge by Cleo Capital Group Ltd from the Rwanda Social Security Board (RSSB), alongside hotel management agreements that will see The Lux Collective oversee the development and management of luxury resorts across Rwanda.
This strategic collaboration demonstrates Rwanda’s commitment to attracting premium tourism investments while showcasing its remarkable natural beauty, wildlife, and cultural heritage on the global stage.
Introducing Rwanda’s First Ultra-Luxury Tourism Circuit
The Rwanda Tourism Circuit will span four of the country’s most celebrated destinations:
Managed by The Lux Collective under its award-winning LUX* and SALT brands, the tourism circuit aims to provide travelers with seamless luxury experiences across Rwanda’s diverse landscapes.
The project will be developed in two phases. Phase One, launching from mid-2026, will focus on the rebranding of existing properties. Cleo Lake Kivu will become LUX* Lake Kivu, while Akagera Game Lodge will be transformed into SALT of Akagera.
Phase Two, scheduled for completion in 2028, will introduce three newly developed luxury resorts: LUX* Volcanoes, LUX* Nyungwe, and LUX* Akagera.
Sustainability at the Heart of the Vision
A defining feature of the Rwanda Tourism Circuit is its strong commitment to environmental, social, and governance (ESG) principles. The project is designed to embrace regenerative tourism through sustainable construction practices, renewable energy adoption, biodiversity conservation, and responsible water management.
The initiative also focuses heavily on community development by supporting local sourcing, empowering women entrepreneurs, creating employment opportunities, and investing in skills development programs. Conservation partnerships will further ensure that Rwanda’s natural ecosystems remain protected for future generations.
This sustainability-first approach positions Rwanda as a leading destination for eco-conscious luxury travelers seeking meaningful experiences without compromising environmental responsibility.

He emphasized that the partnership will create a world-class tourism circuit that celebrates Rwanda’s biodiversity, culture, and natural beauty while generating sustainable economic growth and increasing international recognition for the destination.
Olivier Chavy, Chief Executive Officer of The Lux Collective, described the partnership as a defining moment in the company’s global expansion strategy. He noted that Rwanda’s strong commitment to sustainable tourism aligns perfectly with The Lux Collective’s values and vision for responsible luxury hospitality.
Positioning Rwanda as Africa’s Next Luxury Travel Destination
The partnership between The Lux Collective, Cleo Capital Group Ltd, and RSSB represents more than just a hospitality investment. It signals a broader transformation of Rwanda into a premier ultra-luxury tourism destination capable of competing with the continent’s most established luxury travel markets.
By combining world-class hospitality, conservation-focused development, and authentic cultural experiences, the Rwanda Tourism Circuit is expected to attract discerning international travelers seeking exclusive and sustainable adventures.
